Shared ownership accounted for over 10% of new homes in 2024-25, but big questions are being raised about its feasibility as a model. Service charges, rising rents and building safety costs squeeze owners; staircasing is at a decade low; and providers say smaller initial shares threaten viability. However, for many, shared ownership feels like their only route to homeownership. As the government has committed to reviewing the shared ownership model, this panel asks how the sector proposes it can be made fairer, more transparent and sustainable across its lifecycle, and who or what should the next reform prioritise: existing owners, wider eligibility, or provider viability?
